You may also try to hit the reset button instead of unplugging/replugging the cable.

amazon, its posible that arduino is defective? pc detect arduino and install his drivers... i dont know what do

				Did any of your attempts change the way Windows recognizes the board?
If not, it still should be possible to load the blinky sketch using the Arduino software. The result will tell if the board is defective.
