I hadn't seen sixaxis_pair_emu.hex until i ran across another thread (here on the support board) that mentioned it.
It looks like its used to pull the bdaddr from a dongle whose bdaddr can't be changed, and register it with the PS3 as a wireless controller. I think?
I can flash it to my teensy, but where do I go from there? Does the need the teensy & USB-TTL Serial adapter combo, or something else?

No, you only need a teensy board. The only board I tested myself is the teensy++ (at90usb1286).

I'm hoping to use this for a couple $3 BT Dongles that ended up being counterfeit. It might even be worth mentioning (in the sixemu tutorials) that this is a possible option for those who ended up with some EBay duds?

These ebay dongles are most of the time poor quality dongles. And many of them share the same dongle address. A working dongle also costs less than a teensy. That's why I don't recommend to use such dongles.
