no matter what i try mouse has this weird reverse acceleration thing where the faster i move the mouse the less my crosshair moves

I think your config is not correct. Please recalibrate and test again.
DZ in ADS is too different from Hip fire, smoothing buffer is necessary?

Also remember the turning speed is capped due to emulating a controller (sticks have bounds).
Make sure to adjust the in-game sensitivity to the highest value.
