Did you try the XOnePadUsb.xml config from the official repository? You can get it using "Help > Get configs" in gimx-launcher.

There is no controller binding in your configuration. Also, to activate controller, you should press the guide button as told in GIMX guide and in GIMX black window.

Not sure to understand your issue with your controller. If you want to use it together with GIMX, you should be able to bind controls using gimx-config. If you want to use it as a second controller on the Xbox One while using GIMX, it's not possible as GIMX needs it to authenticate to the console.

Also remember the turning speed is capped due to emulating a controller (sticks have bounds).
Make sure to adjust the in-game sensitivity to the highest value.

"adjust your wheel range to 546 degrees" indicates that you have to adjust your wheel range yourself.

I don't have much time to explain, so I'll make it short. BT stacks on OS side are made to behave as a host, not a device. You very likely won't get a low level access to the BT hardware, you'll only have high level access with a limited set of device profiles supported.

This requires a lot of development, and it is probably not possible without rooting the device. This is unlikely to happen.

Double-check the soldering. If you have a multi-meter, check connection from chip to chip. Also check the micro USB cable, it could be defective.
